In 2019, the EU Civil Protection Mechanism (EUCPM) was activated 20 times worldwide due to forest fires, floods, earthquakes, epidemics, etc. The disaster control systems of the Middle East have also been put to the test in recent decades. It is believed that the situation in the Middle East could worsen in the future due to conflict and natural disasters.

The platform of the Civil Protection Knowledge Network - Middle East (HEUREKA) aims to promote the transfer of knowledge between the actors of disaster protection and disaster management and the humanitarian aid organizations in order to improve coordination, cooperation, compatibility and complementarity between the experts and the neighboring countries in the Middle East.

The project partners identify and strengthen existing civil protection structures to facilitate the establishment of new partnerships in the Middle East. The implementation of the disaster control policy at local, national and regional level is sought as a result.

DCNA deals with the creation of an evaluation and monitoring system, whereby a high quality level of the work packages can be guaranteed. DCNA's tasks also include identifying risks and the implementation of emergency plans.
